In 2003 Nicholas G. Carr wrote a HBR Article claiming "there is no strategic value in common IT". This is based on the premise that as IT becomes more and more ubiquitous and easily sourced (just like electricity) the strategic value of owning your own Data Centres diminishes.

While Cloud computing has been embraced by start-ups and visionary organisations, it has taken years for most companies and government departments to agree with this. Interesting Article on ZDNet showing the Western Australian government is on the path to outsource IT.
